Committee Result: This is the funding package for the first phase of the park being built over Interstate 670 downtown, now named for former U.S. Senator Roy Blunt. Bill Dietrich of the Downtown Council told the committee the project has moved from concept to shovel ready since 2022 and that advancing phase one protects $28.6 million in federal earmark funds, with more than $100 million in federal and state money and $40 million in civic and philanthropic commitments raised so far. Shirley Helzberg spoke in favor. Former councilman Jerry Riffel, appearing for Lathrop GPM, said phasing lowers the risk and noted H&R Block has committed $1.5 million toward the first two years of operations. Mike Talboy of the Greater Kansas City Building and Construction Trades Council urged a labor harmony agreement. Staff reported 14 letters in support and one opposed. Two competing committee substitutes were circulated and the committee took up the version sponsored by the City Manager’s Office, with an amendment on programming requested by Vice Chair Melissa Robinson. The committee voted to advance the committee substitute without recommendation.
Council Result: Councilmember Robinson moved a further amendment that draws on federal and state sources first, asks for at least $10 million in additional private fundraising before the bond offering, makes future bond offerings subject to Council approval, and delays draws until fiscal year 2028 or later. She then restored a provision requiring that the Parks and Recreation Department program either 30 days or 10 percent of available programming days, whichever is greater. Councilmember Melissa Patterson Hazley spoke against, saying the City has repeatedly paid for infrastructure on large private projects, pointing to more than two decades of bond payments on the Power and Light District, and asked when neighborhoods get their turn. Council adopted the amendment and then passed the ordinance as amended, with Councilmember Patterson Hazley voting no.

The landscape plan adds 54 street trees along Northeast 106th Street and North Oak Trafficway. The applicant asked to remove condition 19, a standard Parks Department tree preservation condition, because less than one acre of continuous canopy is being removed. There are no registered neighborhood associations for the area, a July 29 public meeting drew no attendees, and staff received no letters or calls. The site is in the First Council District and within the Gashland Nashua area plan. Approved with conditions and with condition 19 removed, and recommended to Council.
