Kansas City Neighborhood Advisory Committee (KCNAC)
A representative from LISC presented on a set aside housing initiative, which is a policy recommendation that comes from the Urban Neighborhood Initiative (UNI) Promoting Equitable Neighborhoods (PEN) work group. The set aside ordinance would apply for residential projects, set requirements when development project receives economic incentives (capture and redirection, or abatement or exemption of taxes, or government loans), and is voluntary. The ordinance also defines the level of affordability according to median family income. A percentage of units would be set-aside as income restricted, i.e. affordable. An in-lieu fee can be paid if affordable units aren’t built in the housing project—PEN recommends that the in-lieu fee is paid into a housing trust fund and that units will be built in the same or adjacent census tract. PEN is currently collecting endorsements from organizations around the city and already has the endorsement of many organizations. Mayor Lucas is familiar with the ordinance but the Special Committee on Housing Policy hasn’t considered it since last fall.
