City Plan Commission
CPC held a work session where they heard presentations on the City’s development process as well as CPC rules and regulations.
Neighborhood Planning and Development Committee
- Ordinance 200460 establishes the Ambassador Building Community Improvement District, generally located at the northwest of the intersection of N.W. Cookingham Drive and N. Ambassador Drive in Kansas City, Platte County, Missouri.
- Ordinance 200461 establishes the Twin Creeks Village East Community Improvement District generally located east of N. Platte Purchase Drive and north of Route 152 in Kansas City, Clay County, Missouri.
- Ordinance 200462 establishes the Twin Creeks Village West Community Improvement District generally located west of N. Platte Purchase Drive and north of Route 152 in Kansas City, Platte County, Missouri.
- Ordinance 200472 advances to full council, authorizing the Director of the Neighborhoods and Housing Services Department to enter into a Non-Municipal Agency contract with Northland Neighborhood, Inc., in the amount of $95,000for code enforcement, neighborhood safety improvements, and block watch meetings.
City Council
- Ordinance 200447 fails, by a vote of 9-4. Authorizing and directing the City Manager to execute an amendment to an existing lease agreement between the City of Kansas City, Missouri and BlueScope Buildings North America, Inc. and/or their affiliate for parking in what is commonly known as the West Bottoms Garage or the Kemper Parking Facility.

Nays: 9 – O’Neill, Ellington, Robinson, Bunch, Barnes Jr., Parks-Shaw, Bough, McManus, Lucas

Other Committees of Interest
18th and Vine Policy Development Committee
The committee discussed a range of policy approaches to combatting crime and encouraging investment in the 18th and Vine district. Suggestions include restriping parking lots, increased lighting, hiring off-duty police officers, installing cameras, and implementing a curfew. Next steps involve the formation of a community engagement committee as well as further exploring the aforementioned suggestions.
Westport Events Management Committee
The broad topic of this meeting was the reopening of Westport, as the district has had to adjust its operations due to coronavirus. Approximately four weeks ago, the first sidewalk café opened in Westport. That number has increased to seven restaurants now, with two more set to come online in as many weeks. Kim Kimbrough projected that these cafes will continue to operate until at least early November. The enhanced security screenings will resume July 3, driven by nice weather and increasing crowds. All screeners will wear masks and will have their temperature tested before being permitted to screen patrons. Restaurant staff are also required to wear masks. Patrons will not be required to wear masks. The next meeting will take place August 5 at 3:30pm.
Note: this meeting took place before Mayor Lucas issued his order that people are to wear masks when indoors where social distancing is not possible in Kansas City, Missouri.
